All public libraries in Denmark are run on the basis of the Law on Library Activities (Law no. 340 of May 17, 2000). Based on this law, Helsingør Municipality has made it its policy to provide its citizens, institutions, associations and businesses with a library system founded on quality, service, versatility and current interest.

The libraries must offer access to and guidance in global information and collections of various media, as well as handle the task as the information, knowledge and cultural centre of the local societies for the benefit of all citizens, regardless of their age, ethnicity or educational background.

The purpose of our service:

• to secure free and equal access to information, experience and knowledge for all
• to support free and independent formation of opinion
• to strengthen and support literacy
• to support the individual citizens – children or adults – in their development of general education and creativity
• to support cultural versatility and awareness of cultural heritage
• to enhance the knowledge and use of the opportunities of the information technology.
• to be the open space of the local societies
